Caribbean commission co-opts controllers

The Financial Services Commission of the Turks & Caicos Islands has established a human resources department and appointed a new board member and three heads of departments.

The regulatory body has also promoted 11 members of staff and given permanent status to five temporary workers. The new board member, Dr David Oakden, is an independent consultant and a former managing director in the actuarial division at the Office of the Superintendent of Financial Institutions in Canada. He brings with him extensive experience in insurance, is a fellow of the Canadian Institute of Actuaries and of the Casualty Actuarial Society and holds a PhD in maths from the University of Toronto.

The new heads of departments and members of the FSC’s management team are:

  • Mrs Kenisha Bacchus, now the director of HR and administration and advisor to the MD on legal and anti-money-laundering matters;
  • Mrs Karlene Ferrier, the registrar of companies, trademarks and patents; and
  • Miss Corine Bolton, the director of insurance.
