JFSC appoints new head of supervisory risk

The Jersey Financial Services Commission has announced the appointment of Andrew Garbutt as head of supervisory risk in its supervision division.

Garbutt, who has worked in regulation in the United Kingdom for more than ten years, will take over the new unit that the JFSC formed recently as part of its revision of supervision policy. The team will try to identify the risks that exist in the financial sector and the ways in which the JFSC can address them.

Garbutt spent most of his career as the director of risk at the Solicitors' Regulation Authority, where he designed ways of assessing risk for use at more than 10,000 law firms - a piece of work that the Institute of Risk Management commended very highly at the ceremony of their Global Risk Awards of 2014. He also spent a year there as director of supervision, putting into practice a slew of supervisory changes. Before the SRA, he spent eight years with HM Land Registry.
